Office of Code Enforcement

The Code Enforcement Office is responsible for upholding the City’s codified ordinances related to property maintenance, housing standards, and zoning. Our team works to ensure that all residential and commercial properties are safe, well‑maintained, and compliant with local regulations.

We enforce ordinances governing:

  • Property and structure maintenance, including the condition of homes, buildings, and accessory structures
  • Garbage and refuse disposal requirements
  • Abandoned or inoperable (junk) vehicles
  • Grass, weeds, and overgrowth violations
  • All zoning‑related regulations, such as land use, permitted activities, and structural placement

In addition, the office oversees the management of fire‑damaged or unsafe structures, ensuring they are repaired, rehabilitated, or demolished within a timely and code‑compliant manner to protect public safety.

Our mission is to support clean, orderly neighborhoods and promote a safe, attractive environment for all who live, work, and invest in the City of Wellston.

Zoning Board

Pursuant to R.C. Chapters 711 and 713, there is hereby established a Planning and Zoning Board in and for the city. Such Board shall have seven members, consisting of the Mayor, City Service Director and five residents of the city, all to be appointed by the Mayor with the approval of City Council. Such members shall be appointed for terms of six years, except for the term of one of the members of the first Board, which shall be four years, and one for two years. All vacancies shall be filled by the Mayor with the approval of Council.
The Planning and Zoning Meeting holds a Public Meeting monthly on the 2nd Wednesday of every month at 4:00pm. This meeting is held on the 2nd floor of the City Building Council Chambers.

Enforce the provisions of this chapter and take such steps as may be necessary to remedy conditions found in violation. Such steps include ordering, in writing, the discontinuance of illegal uses or work in progress, and directing cases of noncompliance to appropriate city officials for action. Coordinate the submittal and processing of material so as to fulfill the requirements of §§ 153.035 through 153.125. Issue zoning permits when the provisions of this chapter have been met, or refuse to issue same in the event of noncompliance. Report to the Planning and Zoning Board on a regular basis on development activity that has occurred in the city. Collect the designated fees as established for zoning permits, applications for appeals and conditional uses. Make and keep all records necessary and appropriate to the office, including records of issuance and denial of zoning permits and receipt of complaints of violation of this chapter and action taken on same. Inspect any buildings or lands to determine whether any violations of this chapter have been committed or exist.  Advise the Planning and Zoning Board of other matters pertaining to the enforcement of and amendments to this chapter.

Permit Process

The Code Enforcement and Zoning Department plays a central role in guiding responsible development and maintaining the integrity of Wellston’s built environment. In addition to managing the City’s capital improvement projects, the department oversees all zoning and land‑use activities as outlined in Chapter 153 of the Wellston Zoning Ordinance.

Our staff administers the full permitting process, working with property owners, contractors, and developers from initial application through final review. Each permit is evaluated for compliance with zoning regulations, including:

  • Setback requirements to ensure proper distance between structures, property lines, and rights‑of‑way
  • Building size and height standards to maintain consistency with neighborhood character and zoning classifications
  • Fence regulations, including placement, height, and material restrictions
  • Use and occupancy requirements to ensure properties are developed and used according to approved zoning districts
  • Accessory structure guidelines, such as garages, sheds, and outbuildings

Once permits are issued, the department conducts follow‑up inspections and compliance checks to ensure that all work performed adheres to approved plans and maintains community safety and appearance.

Commercial Permits

The City of Wellston has partnered with the Ross County Building Department to handle commercial building permits. This collaboration ensures a more efficient and streamlined process for our businesses and developers. Ross County’s proximity and proven track record of responsiveness make them the ideal partner to help us deliver faster service and support economic growth in our region.

Multi-family (4 units or more) and commercial construction projects will require a building permit. These permits are issued by the Ross County Building Department, which administers the Ohio Building Code (OBC) in unincorporated portions of Ross County. The OBC addresses new construction, alterations, and changes in use on projects not involving new single-family residential dwellings.  The Ross County Building Department also handles commercial permits in Pike County, the Village of Waverly, and the City of Chillicothe, as well as residential permits in the Village of Waverly.
